What's been happening and what happens next?
To be ready to submit a federal appropriation request by the end of January, 2010, the Foundation Board has taken the following steps:
- We Engaged Adam & Goldsworthy, Inc. to survey the portion
of the Village Green where the community center will be located. This
contract was concluded by early October, allowing Miles Yanick & Company to begin the schematic architectural drawings process. Miles Yanick had pledged a significant donation of his professional time
to the project as a direct consequence of the commitment and broad
community support for the project that he saw at the Pie in the Park event. We had a public meeting November 11, 2009, as part of the schematic drawings
process, and one on December 8, both at the
Miller Bay Road fire station. Miles was engaged by the Board to complete the schematic drawings by January, which he accomplished.
- These architectural
drawings were complete in time for a ‘pre-application’ review by Kitsap
County Department of Community Development personnel January 2010. A few items were identified that need to be addressed before we can begin permitting processes. One is a traffic impact analysis, and the other is related to firewater systems.
- We had a public rollout of the architectural drawings and a related site rendering on April 26, 2010, with cake provided by Methia Gordon of Kingston's Sweetlife Cakery, and cookies donated by Kingston's Nicole Matheson of Mirracole Morsels. At that time we also kicked off our MPD campaign and made our first appeal for folks interested in being MPD Commissioners.
- Next, we have to do site preparation work such as soils testing and civil engineering to determine what our approach to stormwater will be, and then subsurface work that will help with placement of utilities.
- We're also working hard to coordinate with other Village Green site users: Kitsap Regional Library, Shelter Resources, Inc (SRI), who will be building the senior housing apartment building at the site, and the Boys & Girls Clubs of Snohomish County, which intends to help with fundraising for the Boys & Girls Club portion of the building.
Our volunteer hours, which totaled over 900 hours when we opened the park, will position us to make an application to the state Recreation and Conservation Office for the park portion of the project.
Where will the replacement building be located?
The future Kingston Village Green Park is located in downtown Kingston within walking distance of the Kingston Ferry terminal. Kitsap County is the parks service provider for the unincorporated Urban
Growth Area. The County owns a 10 acre site for the future Kingston Village Green Park that is a reclaimed wastewater treatement site. During a master planning process for the Kingston Village Green
Park in 2001, the 3.6 acre Navy Housing property was identified as a
critical addition to the park site. The Navy property is surrounded by
County owned property on two sides and has road frontage on the other
two sides. This is the site that was recently reclaimed using 900 hours of donated labor.
The future Kingston Village Green Park will be the community gathering point of the Kingston community containing ballfields, grass play areas, play equipment, tennis courts, a skateboard park, and walking paths - and an up-to-date community center.
